It would be a blast if Lady Gaga gave her concert for free. Anyway, not every foreigner needs to visit Malacanang. I can just imagine the taunts the president will receive if the singer visited the palace what with the probable why-her-why-not-Brilliante-Mendoza comment from almost everyone in the media.
