Gilbert "Teka-teka" Teodoro
Why is it that it’s always, always our defense secretaries who are afflicted somewhat by this “disease” called “teka-teka”? In Renato de Villa’s time, he was first accused of this disease. Now, based on revelations made by Newsbreak and ABS-CBN, it seems that even current Defense secretary Gilbert “Gibo” Teodoro is being accused of having this sickness.
In an exclusive report, it was learned that Teodoro reportedly dilly-dallied in procuring motorized rubber boats for use in emergency situations. Teodoro allegedly did not give the go-ahead for the Office of the Civil Defense (OCD) to proceed with the emergency purchase of the boats, since, at that time, it was still unnecessary. Glenn Rabonza, the OCD chief, signed some letters purportedly sent to Teodoro, asking the latter to immediately approve the purchase orders, but it was denied since Teodoro wanted a public bidding first.
So, it was not timidity on the part of Teodoro that was the problem—it was his lack of foresight.
